Credit Control (PCEF)

Bridges the OCS to the PCEF for per-session online credit control. Carries Usage-Monitoring-Information AVPs so the PCEF knows exactly how much quota remains. Reference: 3GPP TS 29.212.

Policy Signaling

Carries PCC rules from the OCS / PCRF to the PCEF. Ensures charging and policy decisions remain in sync — a quota change immediately triggers a corresponding PCEF rule update.

Data charging alone is not enough. Voice calls — both mobile-originated and mobile-terminated — must also be authorized and billed in real time, or the MVNO risks credit leakage on every prepaid voice session.

Cipher Telecom's OCS implements CAMEL Application Part (CAP) logic over the SS7 / SIGTRAN signaling path. When a subscriber dials, the host MNO's switch triggers a CAP interaction with our OCS before completing the call. The OCS checks the subscriber's voice balance, reserves the appropriate credit, and issues a proceed instruction — including the maximum call duration. If the credit drops below the per-minute rate during the call, the OCS sends a mid-call re-authorization and, if required, a disconnect instruction.

Q.01 What is an Online Charging System (OCS) and why does an MVNO need one?

An Online Charging System (OCS) is the real-time billing brain of a mobile network. It authorizes every chargeable event — a data session, a voice call, an SMS — before it is delivered, reserves the correct credit, and decrements the subscriber's balance as consumption occurs. An MVNO needs an OCS to prevent credit overrun on prepaid accounts, enforce data quotas in real time, and generate the CDRs (Call Detail Records) that feed downstream billing and settlement. Without an OCS, prepaid services are operationally impossible.

Q.02 What is the difference between Diameter Ro and Diameter Gy?

Diameter Ro is the interface between the application function (such as an IMS or VoLTE node) and the OCS — it is used for event-based and session-based online charging for voice and messaging services. Diameter Gy is the interface between the PCEF (data-plane gateway) and the OCS — it is used specifically for online credit control of data sessions. In practice: Ro handles voice and SMS charging; Gy handles data charging from the PGW/PCEF.

Q.03 How does CAMEL prevent credit leakage on voice calls?

CAMEL (Customised Applications for Mobile network Enhanced Logic) allows the OCS to intercept a voice call before it is connected. When a subscriber dials, the host MNO MSC sends a CAP Initial DP (Detection Point) trigger to our OCS. The OCS checks the balance, calculates the maximum affordable call duration at the current rate, and returns a Connect with a maximum call duration limit. The MSC enforces the time limit by disconnecting the call when it expires — so the subscriber can never incur a voice debt beyond the reserved amount.
